What is certified AEO Customs Broker?

AEO = Authorized Economic Operator

After the U.S. synchronized terrorist attacks, WCO (World Customs Organization) sets the guidelines for the system which realizes secured and efficient customs clearance procedures in line with cargo security programs regulated by US/EU.
Through economically advanced countries, authorities certify forwarders and/or customs brokers, who can duct a outstanding cargo management system in their facilities and cargo handling procedures, and treat them favorably in customs clearance program as AEO.
In Japan, such AEO program started from importers and exporters who can directly control shipments by themselves. In April 2008, the program has extended to forwarders and/or customs brokers who engage in international transportation with secured cargo management system and procedures..

Summary of the Program

The Authorized Customs Broker's Program (AEO Customs Broker Program) is a program for customs agents possessing optimally developed cargo security control and compliance systems. The program enables application of exemption measures in customs procedures, possibly reducing the lead time in export/import cargo clearance.

Advantages of the Program

Approval as an authorized customs broker provides the following exemption measures.
(1) With the possibility of customs declaration after cargo pickup in the import customs procedures for cargo commissioned from an importer (Exempted Commissioned Import Declaration System), import cargo handling is made smoother and speedier, dramatically increasing broker convenience.
(2) In export customs procedures for cargo under commission from an exporter, export declaration can be made at a location other than a customs area, provided that the cargo is handled by an authorized logistics operator (Authorized Commissioned Export Declaration), and the lead time and cost are reduced.

Outline of Authorized Warehouse Operator's Program (FAQ)

The Authorized Warehouse Operator's Program is a program for licensed operators of bonded storage locations and bonded factories (warehouse operator, etc.) possessing optimally developed cargo security control and compliance systems. The program enables application of exemption measures in customs procedures, possibly reducing the lead time in export/import cargo clearance. Report of cargo handling under the Program to the head of the customs office allows application of exemption measures, such as installation of a bonded storage location, thus improving speed and convenience in customs procedures.

Outline of the Authorized Importers' Program

An importer who has received the approval of any director general of regional Customs in advance will be able to use the Authorized Importers' Program for designated types of goods, which will make it possible to have goods released prior to filing a declaration for customs duty payment, by separating the import and duty payment declarations, conditioned on a guarantee of compliance with the law.

The Authorized Logistics Operator's Program (AEO Logistics Operator Program) is a program for logistics operators possessing optimally developed cargo security control and compliance systems. The program enables application of exemption measures that streamline bonded shipping, possibly reducing the lead time in export/import cargo clearance.

Outline of Authorized Exporter's Program (FAQ)

The Authorized Exporter's Program covers exporters that have been authorized in advance by the head of a customs office as an entity with satisfactory security management and compliance systems (authorized exporters). Without moving the cargo into a customs area, etc., an authorized exporter is able to declare export of cargo and receive an export permit, by reporting to the head of Customs that exercise jurisdiction over the location of the cargo in question, the scheduled port (or airport) of loading or shipment of the said cargo.

The introduction of the Authorized Delegated Export Clearance Program has enabled proper and orderly cargo management, etc. in customs procedures conducted by authorized customs brokers and shipping by authorized logistics operators.
